Election of members.— The election of members from wards of a Panchayat shall be held in accordance with such manner as may be prescribed on such date or dates as the Government may, by notification direct: Provided that a casual vacancy in a ward shall be filled up within a period of six months from the date of occurrence of the vacancy. 27[Provided further that nothing contained in this section shall apply if,- (a) the remainder of the term of a member in relation to a vacancy is less than one year ;or (b) the State Election Commission in consultation with the Government certifies that it is difficult to hold the bye-election within the said period.]
