Government’s powers to enforce its orders.— In all matters connected with this Act, if a Council makes default in carrying out any order made by the Government or by any authority other than the Council in exercise of any of the powers conferred on it by this Act or any rule or bye-law made thereunder, the Government shall have all the powers necessary for the enforcement of such order at the cost of the Council.
