Council may sell surplus water for use outside municipal area.— A Council may contract with any person or department to supply for use beyond the municipal area any quantity of water belonging to it but not required by it, at such rates and on such conditions as it may think fit: Provided that such rate shall be in no case lower than the rate chargeable for water supplied for similar purposes within the municipal area.
