Rules.— (1) The Government may, subject to the condition of previous publication, make rules for carrying out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing powers, such rules may provide for all or any of the following matters, namely:— (a) the minimum standards referred to in section 4; (b) the form and manner of application and fees under sections 13[3,3-A and 5]; (c) conditions subject to which licence may be granted under section 6; (d) other factors to be taken into account under section 7; (e) the form and manner of application and fees under section 10; (f) the manner of preferring appeal and fees for appeal under section 12; (g) any other matter required to be prescribed.
