Provision regarding Registrars.— (1) The Government shall, notwithstanding anything contained in sub-section (1) of section 14, on the appointed day, appoint the Registrar on such terms and conditions as the Government may determine: Provided that, nothing contained in this section shall affect the powers of the Council to fill the subsequent vacancies of Registrar under sub-section (1) of section 14.
