Act to override all other enactments.— The provisions of this Act shall have effect notwithstanding anything inconsistent therewith contained in any other law for the time being in force or any judgement, decree or order of any Court, Tribunal or other authority and any instrument or title having effect by virtue of any enactment other than this Act.
