Nomination of members in default of election.— If the registered practitioners fail by such date as may be prescribed, to elect the requisite number of members of the Board27[Council] or to fill up any vacancy on the Board, the Government may fill up such vacancies or vacancy by nomination of persons or person qualified to be elected.
