Power of Commissioner.— The Commissioner shall be the principal executive officer of the Corporation and all other officers and servants of the Corporation shall be subordinate to him. He shall have the right to speak at, and otherwise take part in, any meeting of the Corporation or any committee thereof, but shall not be entitled to vote or to move any proposition. The Commissioner shall be accountable and answerable to the State Government for performance of his functions, duties and powers under this Act. --36--
