Vacancies, etc., not to invalidate proceedings.— No act or proceeding of the Corporation or of any Committee appointed under this Act, shall be questioned on account of any vacancy in the membership or any defect in the election or qualification of the Mayor, Deputy Mayor, Presiding Authority, any Councillor or member thereof, or any defect or irregularity in any such act or proceeding not affecting the merits of the case. --35--
