Removal of Difficulties.— If any difficulty arises in giving effect to the provisions of this Act, the State Government, as occasion requires, by order do anything, which appears to it to be necessary in or for the purposes of removing the difficulty: Provided that no order shall be made under this section after the expiry of two years from the date of publication of this Act in the Official Gazette.
