General power of Commissioner to pay compensation.— In any case not otherwise expressly provided for in this Act, or in any rule or bye-law made thereunder, the Commissioner may, with the previous approval of the Standing Committee, pay compensation to any person who sustains damage by reason of the exercise of any of the powers vested by this Act or by any such rule or bye-law, in the Commissioner, or in any municipal officer or servant.
