Laying railway, sky bus or electrical telephone poles.— (1) Without the previous permission in writing of the Commissioner no person shall lay on, under or above any public street any railway or sky bus or erect or lay any poles or cables or the like, or operate the same. (2) The Commissioner shall give such permission in accordance with any general or special rules which may be made by the State Government after considering any representation made by the Corporation. (3) Nothing in this section shall be deemed to affect any provision of the Indian Telegraph Act, 1885, the Indian Railways Act, 1890, or the Indian Electricity Act, 1910.
