Licence required for dealing in milk, etc.— No person shall, without or otherwise than in conformity with the terms of a licence granted by the Commissioner in this behalf— (a) carry on within the limits of the City the trade or business of a dealer in milk or milk products or of an importer, vendor or hawker of the same, or (b) use any place for the sale of milk or milk products.
