Compensation for damage.— If in exercise of any of the powers conferred by section 203 or 215 any damage or inconvenience is caused, which in the circumstances could reasonably have been avoided, the Corporation or the Government shall pay --90-- compensations according to the damage or inconvenience is caused by the Corporation or by a person appointed by the Government.
