Collection and removal of sewage.— The Commissioner may give public notice that the collection and removal of sewage, offensive matter and rubbish from the land and buildings in any portion of the city will be undertaken by municipal agency, and he shall then forth-with take measures for the due collection and removal of such matter from any lands and buildings situated in the said portion of the City.
