Power of Commissioner to drain premises in combination.— (1) If, in the opinion of the Commissioner any part of a group or block of premises is situated conveniently near a municipal drain already existing or about to be constructed or a place set apart by the Commissioner for the discharge of drainage, and if the Commissioner is of opinion that such group or block can be drained more economically or advantageously in common than separately, he may give the owner of all the premises a reasonable opportunity of stating any objection, and, if no objection is raised or if any objection is raised appears to him invalid or insufficient, may cause such group or block to be drained by such method as appears to him to be most suitable therefore, and the expenses incurred by him in so doing shall be paid by the owners of such premises in such proportions as the Standing Committee may think fit. (2) Not less than fifteen days before any work under this section is commenced, the Commissioner shall, by written notice, intimate to the owner of all the premises to be drained— (a) the nature of the intended work, (b) the estimated expenses thereof, and (c) the proportion of such expense payable by each owner. --82--
