Provision of means for disposal of sewage.— For the purpose of receiving, storing, disinfecting, treating, purifying, distributing, or otherwise disposing of sewage the Commissioner may— (a) construct any work within or without the limits of the Corporation; (b) purchase or take on lease any land, building, engine, material or apparatus, either within or without the limits of the Corporation; and (c) enter into an arrangement with any person, for a period not exceeding three years, for the removal or disposal of sewage within or without the limits of the Corporation.
