Failure to give notice of increase of rent.— Whoever fails to give notice of an increase of rent required by sub-section (1) and (2) of section 125, or gives notice of an increase of rent which in substance is untrue, shall in addition to any punishment to which he may be liable, be precluded from objecting to any assessment made by the Commissioner in respect of such building or land or any portion thereof of which he is the owner.
