The Central Government or the Chief Claims Commissioner may, by order in writing, at any stage transfer any case pending before a claims Officer to another Claims Officer and the Claims Officer, to whom the case is so transferred, may, subject to any special direction in the order of transfer, proceed from the stage at which it was so transferred.
