Any person who -- (a) submits, in respect of his claim under this Act, any information which he knows or has reason to believe to be false or which he does not believe to be true, or (b) submits his claim to more than one Registering Officer, shall be punishable with imprisonment which may extend to three years, or with fine, or with both.
