(1) The Standing Committee, 1 [or the Wards Committee] may appoint from among its own members any sub-committee consisting of such number as that committee may think fit for exercising any power or performing any function of that committee under this Act or for inquiring into or reporting or advising upon any matter which that committee may refer to such sub-committee. (2) Every such sub-committee shall conform to such instructions as may be given to it by the committee by which it has been appointed.
