The Commissioner may at any time with the previous sanction of 1 [ 2 [the Corporation]]:--- (a) lay out and make new public streets; (b) construct bridges and sub-ways; (c) turn or divert any existing public street; and (d) lay down and determine the position and direction of a street or streets in any part of 3 [ 4 [Delhi]] notwithstanding that no proposal for the erection of any building in the vicinity has been received.
