(1) Notwithstanding anything contained in this Variation in Act, the land revenue payable by a Bhumidhar shall not be ~ ~ ~ a ~ " varied until the next settlement, except on the ground of in- Bhumidhar. crease or decrease in the area of his holding or in the pro- ductivity of the land comprised therein by fluvial' action or other natural causes : Provided that the Chief Conlmissioner may at any time, by a noltification in the official Gazette, direct that any urban area that may have developed in any part of the State be taken out of the scop of the revenue settlement for levy of special urban rates in place of land revenue. (2) Whenever the land revenue is enhanced or abated under sub-section (I), the Chief Commissioner may order the enhancement or abatement of the rent payable by an Asami in occupation of such land.
