(1) The board may appoint such officers and employees as it may consider necessary for the efficient performance of its functions. (2) The pay and other conditions of service of the officers and employees of the Board shall be such as may be laid down by regulations made in this behalf. (3) Unless expressly provided to the contrary under this act or rules made there under and subject to the provisions of section 46, the terms & conditions of service and the rules regulations applicable to Govt. employees, and by the orders and decisions issued by the Central Govt. from time to time.
