If the Board is of the opinion that water in any well, tank or other place, is likely if used for drinking to endanger or cause spread of any diseases, the Board may: - a. Require the owner or person having control of such well, tank, hydrant or place to take such steps as the Board may consider necessary to prevent the public from having access to or use of such water; b. Take such other steps as the board may cnsider expedient to prevent the out-break of such diseases. Power of owner of premises to place pipes and drains through land belonging to other persons.
