The board may, in its discretion and subject tot sufficient availability of water, supply water to any person or organization including industrial establishments for non-domestic purpose or other public purposes, on such terms and conditions, including payment of such charges, as may be specified by regulations: Provided that the Board shall allow all persons to take water for extinguishing fires only from any pipe on which a hydrant is fixed, without any payment. Power to require water supply to be taken and power not be allow occupation of a new premises without arrangement for water supply.
