The police of the Government is to make the grantee institution gradually self-sufficient in their finance, and with this end in view, the quantum of grant to be granted to an institution may be reviewed every third year. Any portion of the grant found to be misused or unutilized during the year, shall be recoverable from the institution under rule 3(b) (iii).
