Grant of exclusive privilege of manufacture, etc. Subject to the provisions of this Act and the terms and conditions as may be prescribed, the Government may grant to any person a licence either jointly or severally, for the exclusive privilege of manufacturing, supplying by wholesale and sale by retail within any local area.
