It shall be lawful for any person authorized by the Board in this behalf to make an entry into any place whereupon the premises and structures have been built by the Board and to open or cause to be opened any door, gate or other barrier thereof or thereon - (a) if he considers the opening thereof necessary for the purpose of such entry; and (b) if the owner or occupier is absent, or being present refuses to open such door, gate or barrier. 20 Time of making entry.
