Cognizances of offences under this Act (1) No court inferior to that of Metropolitan Magistrate shall take congnizance of any offence under this Act. (2) No court shall take congnizance of any offence under this Act except on a complaint filed by the appropriate authority or any officer authorized by him in this behalf. (3) All offences under this Act will be non-cognizable and bailable.
