Provisions relating to jurisdiction.—(1) No Court inferior to that of a Metropolitan shall try any offence punishable under section 17A. (2) No prosecution for such offence shall be instituted, except by an inspector whish the previous .sanction of ..'the Welfare Commissioner. ... 19, (1) The Administrator may, by notification, in -the Delhi Gazette and rsubjeet to the condition of previous publication, make rules to carry out the purposes of this Act..
