Voluntary contributions.-The Director may receive voluntary contributions towards the cost of maintaining a protected monument and may· give such general or special orders or directions as he considers necessary for the management and applications of the contributions so received by him : Provided that no contribution received under this section shall be applied to any purpose other titan the purpose for which it was contributed without the consent, in writing, of the donor.
