Amendment ofIn the Delhi Police (Appointment and Recruitment) Rules, 1988 in the rules.—Recruitment Rules for the post of Assistant Commissioner of Police/Communication, in Delhi Police, in the schedule :- (a)for the entry against column 1, relating to the 'Name of the post', the following entry shall be substituted, namely: — "Assistant Commissioner of Police/Communication."; (b)for the entry against column 2, relating to the 'No. of posf, the following entry shall be substituted, namely: — "3* (2013)" *Subject to variation dependent on workload. (c)for the entry against column 3, relating to the 'Classification', the following entry shall be substituted, namely:- "GCS Group-B Gazetted, Non-Ministerial."; (d)for the entry against column 4, relating to the 'Pay Band & Grade Pay/Pay Scale', the following entry shall be substituted, namely:- "PB -2 Rs. 9300-34800 (Grade Pay Rs. 4800) (I)Rs. 15,600-39,100 with Grade Pay Rs. 5,400 in PB-3 (This Non-Functional pay scale of PB-3 is admissible with effect from the date of completion of four years service in the Grade rendered after appointment thereto on regular basis subject to Vigilance and Integrity Clearance). (II)Rs. 15,600-39,100 with Grade pay Rs. 6,600 in PB-3 (This Non-Functional pay scale in PB-3 is admissible with effect from the date of completion of eight years service in the grade pay of Rs. 4800 and Rs. 5400 counted together rendered after appointment thereto on regular basis subject to Vigilance and Integrity Clearance). (III)Rs.15,600-39,100 with Grade Pay Rs. 7,600 in PB-3 (This Non-Functional pay scale in PB-3 is admissible with effect from the date of completion of thirteen years service in the grade pay of Rs. 4800, Rs. 5400, and Rs. 6600 counted together rendered after appointment thereto on regular basis subject to Vigilance and 1 ntegrily Clearance). Note:- Assistant Commissioner of Police (Communication) who are granted these Non- Functional pay scales in the grade pay of Rs. 5400, Rs. 6600 and Rs. 7600 will continue to remain in Group-'B' Gazetted, Non-Ministerial and their eligibility for promotion, if any, will be reckoned on the basis of total period of service spent in the grade pay of Rs. 4800, Rs. 5400, Rs. 6600 and 7600 counted altogether. "; (e)for the entry against column 5, relating to the 'Whether selection or non-Selection post', the following entry shall be substituted, namely: — "Selection".; (f)for the entry against column 6, relating to the 'Age limit for direct recruits, the following entry shall be substituted, namely: — "Not exceeding 30 years. (Relaxable for Government servants upto five years in accordance with the instructions or orders issued by the Central Government). Note: The crucial date for determining the age-limit shall be the closing date for receipt of applications from candidates in India, (and not the closing date prescribed for those in Assam, Megalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of J&K State, Eahaul & Spiti District and PangiSub Division of Chamba District of Himachal Pradesh, Andaman & Nicobar Islands m Lakshadweep)."; hai'(3- Part IV]DELHI GAZETTE : EXTRAORDINARY11 (g) for the entry against column 7, relating to the 'Educational and other qualification required for direct recruits, the following entry shall be substituted, namely:- "Essential: (I)Degree in Electronic & Communication /Telecommunication Engineering of a recognized University. OR Degree of a recognized University in Electrical Engineering with Telecommunication as a special subject. , ._- OR Degree in Information Technology /Computer Engineering from a recognized University. OR Master's degree in Physics/Electronics from a recognized University with Telecommunication as a special subject. (II)2 years experience in the field of Telecommunication /Information Technology. Note 1: Qualifications are relaxable at the discretion of the U.P.S.C. for reasons to be recorded in writing, in case of candidates otherwise well qualifiedi Note 2: The qualification regarding experience is relxablc at the discretion of the U.P.S.C. for reasons to be recorded in writing, in case of candidates belonging to scheduled castes or Scheduled Tribes, if at any stage of selection the UPSC is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them."; (h) for the entry against column 8, relating to the 'Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotees, the following entry shall be substituted, namely:- " No."; (i)for the entry against column 9, relating to ihe 'Period of probation, if any, the following entry shall be substituted, namely: — " "2 years."; (j)for the entry against column 10, relating to the 'Method of recruitment whether by direct recruitment or by promotion or by deputation/transfer and percentage of the vacancies to be filled by various methods, the following entry shall be substituted, namely:- "By promotion failing which by deputation failing both by direct recruitment."; (k) for the entry against column 11, relating to the 'In case of recruitment by promotion/deputation/ absorption grades from which pro motion/deputation/ absorption to be made, the following entry shall be substituted, namely:- "Pro motion: Inspectors (Communication) (Operational)/Inspectors (Communication) (Technical) in the scale of pay of Rs. 9300-34800 with Grade pay of Rs. 4600 in PB-2 with 2 years service in the grade rendered after appointment thereto on regular basis in the parent cadre/department. Noted Where juniors who have completed their qualifying /eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying /eligibility service.
