Any person authorised in this behalf by the Central Government or the Sate Government, as the case may be, may enter into any immovable property and inspect such property for the purpose of determining whether, and if so in what manner, an order under Section 23 should be made in relation to such property or with a view to securing compliance with any order made under that section.
