[In connection with offences against rules which under this Act fall to be made by the State Government, the State Government, and in connection with other offences the Central Government,] may make rules to regulate- (a) the disposal of all articles confiscated under this Act; and (b) the rewards to be paid to officers, informers and other persons out of the proceeds of fines and confiscations under this Act.
