An appeal against a direction made by the Authority may be preferred, within 30 days, to the District Court :- (a) By the paymaster if the total amount directed to be paid exceeds Rs. 300/-; (b) by an employed person or any legal practitioner or any official of a registered trade union authorised in writing to act on his behalf or any Inspector under the Act or any other person authorised by an authority to make an application under sub-section (2) of section 15 and in the case of death of the employed person, his legal representative, if the total amount of wages withheld from him or his co-workers, exceeds Rs. 50/- Delegated Laws of Goa GDD Payment of Wages Rules, 1964 470 (c) by a person directed to pay a penalty for a malicious or vexatious application.
