(1) On the constitution of the District Panchayat for the first time under this Regulation or on the expiry of the term of the District Panchayat or on its reconstitution, a meeting shall be called on a date fixed by the Secretary Panchayat where the elected members of the District Panchayat shall elect, from amongst themselves, a President and a Vice-President. (2) The officer appointed by the Secretary Panchayat shall preside over at such meeting, but shall not have the right to vote. (3) No business other than the election of the President and the Vice -President shall be transacted at such meeting. (4) In case of equality of votes, the result of the election shall be decided by lots drawn in the presence of the officer appointed , in such manner as he may determine.
