The Central Government, or as the casc may be, the Statc Goucment, shall be Force liable for a claim by any person entitled undcr this Act, txccpt in the casc of W, flood, drougltt, fire, cyclone or emhquakc affecting the regular supply of fdgrains or meals to such pcrson mdcr his Act: Provided that the Cenlral Government may, in consul~atian with the Planning Commission, declare whether or not any such situation atiecting the regular supply of foodgrains or meals to such person has arisen or exists. ~ k d I O( 2017.
