The percentage coverage under the Targeted Public COvaagCO[ pcpulatim under Disuiburion System in rural and urban areas for each State shalt, T ~ ~ C ~ P U ~ I ~ C subject to sub-section (2) of section 3, be determined by the Central Dmibut'm Government and the total number of persons to be covered in such ~ r a l and urban areas of the State shall be calculated on ~e basis of rhe population estimates as per the census of which the relevanr fi~ures have been published.
