Rules and notifications to be laid before Parliament.-2[Every rule made under this Act by the Central Govemment and every notification or order issued under clause (viia), clause (xi), clause (xxiiia) of section 2, section 3, section 7A, section 94. and clause (a) of section 27 shatl be laid, as soon as mav be, after it is made or issuedl, before each House of Parliament while it is in session, for a total period of thirty days which may be comprised in one session or in two or more successive sessions, and if, before the expiry of the session immediately following the session or the successive sessions aforesaid, both Houses agree in making any modification in the rule or notification or both Houses agee that the rule or nofification should not be made or issued, the rule or the nodEcadon shall thereafter have effect only in such modified form or be of no effect, as the case may be; so, however, that any such modilication or annulrnent shall be without prejudice to validity of anything previously done under that rule or notification. 78, Power of State Government lo make rules._(l) Subiect to the other provisions of this Act, the State Govemment may, by notification in the Official Gazette, make rules for carryint oul. the purposes of this Act.
