Using offensive manure, etc. -- Whoever, except with the written permission of the Chief Officer, and in accordance with the conditions of such permission, stores or uses night-soil or other manure or substance emitting an offensive smell in , such manner as to be a nuisance to the neighbourhood shall, on conviction,, be punished with fine which may extend to one hundred rupeea.
