(1) The Central Government may, by notification, make rules for carrying out the provisions of this Act. (2) In particular, and without prejudice to the generality ofthe foregoing power, such rules may provide for all or any of the following matters, namely:- (a) the specification of the base units of measures and base unit of mass under sub-section (2) of section 5; (b) the manner of preparation of objects and equipments under sub-section (3) of section 7; (c) physical characteristics, configuration, constructional details, materials, equipment, performance, tolerances, period ofre-verification, methods or procedures of tests under sub-section (4) of section 7; (d) reference standards, secondary standards and working standards of weights and measures under sub-section (1) of section 9; 45 of
