Power of Government to direct performance by Government of any function devolving on Local:' authorities. - The· Government may, by notification, di.nict that in respect of any function to. be performed by a local authority under this Act and specified in the notification, the Govern- ment, and not the local authority, shall be the ~ocal authority in all or aIiy areas which are com- prised within the jurisdiction of such a local au- thority. .
