Punishment for malicious "abuse" of powers. _ Any local authority or any officer or servant of a local authority or of the Government, or any per- son appointed under section 11 of this Act who maliCiously abuses any powers confe1're(l on him by' or under this Act shall be punished with imprison- ment which may extend to one year or with fine which may extend to one thousand rupees or with both. .
