Special procedure for voting by certain classes of persons.— Without prejudice to the generality of the provisions contained in section 20, provision may be made by rules made under this Act for enabling — (a) any of the following persons to give his vote by postal ballot, and not in any other manner, at an opinion poll, namely:— (i) a member of the Armed Forces of the Union or, as the case may be, of an armed police force of the Union territory, to whom the provisions of sub-section (3) of section 20 of the Representation of the People Act 1950, apply; 43 of 1950. (ii) a person who is employed under the Government of India in a post outside India; (iii) the wife of any such person as is referred to in sub-clauses (i) and (ii) to whom the provisions of sub-section (6) of the said section 20 apply; - 8 - (b) any person subjected to preventive detention under any law for the time being in force, to give his vote by postal ballot, and not in any other manner, at an opinion poll, subject to the fulfillment of such requirements as may be specified in those rules.
