Tethering cattle, etc.— Whoever tethers cattle or other animals, or causes or suffers them to be tethered by any member of his family or household, in any public street or place so as to obstruct or endanger the public traffic therein, or to cause a nuisance, or who causes or suffers such animals to stray about without a keeper, shall, on conviction, be punished— (a) for a first offence, with fine which may extend to 421 [one thousand rupees]; (b) for a second or subsequent offence, with fine which may extend to 422[two thousand rupees].
