Prohibition of plying hand-carts without licence.— (1) No person shall ply any hand-cart in any public street or place except under and in accordance with a licence granted under the bye-laws made by the Council in this behalf. (2) Any person who contravenes any provision of sub-section (1) or of any licence issued to him shall, on conviction, be punished with fine which may extend to fifty rupees. (8) The Chief Officer or any other municipal officer authorised by him in this behalf may seize any hand-carts used in contravention of sub-section (1). CHAPTER XII Control over Buildings
