Certain amounts to be recovered as arrears of land revenue.— Where any amount referred to in section 144 has become due and cannot be recovered under the foregoing provisions of this Chapter by reason of the person liable for the payment thereof being outside the 331[State of Goa] or his not having any or sufficient property in the 332[State of Goa], and such person has property outside the 333[State of Goa], then such amount shall be recoverable as an arrear of land revenue and the provisions of the Revenue Recovery Act, 1890 or any other law in force in the 334[State of Goa] in this behalf shall apply to the recovery thereof.
