Recovery of sums claimed under the last two preceding sections.— Every sum claimed by a Council as due under any of the provisions contained in section 128 shall be deemed to be an amount claimed on account of a tax and shall be recoverable in the same manner as an amount of a tax is recoverable under this Act.
