Appointment of clerical and other staff by Board.— The Board shall have power to appoint the necessary clerical and executive staff as it considers necessary for the efficient performance of its functions: Provided that the expenses of the staff so appointed and other administrative expenses shall not exceed such percentage of the annual income of the Fund as may be prescribed.
